Undersecretary for Regional Operations

He served as the Undersecretary for Programs, Projects and Regional Operations; Assistant Secretary for Planning; Chairman of the Literacy Coordinating Council; and then also in-charge of the Human Resource Development Service and Deputy Project Director then the Project Director for the World Bank / JBIC-assisted Third Elementary Education Project of the Department.

Prior to his assignment in the Department of Education, he held important positions at the Department of Budget and Management and the National Economic and Development Authority.

He also worked as consultant at the United Nations Center for Regional Development (UNCRD) in Nagoya, Japan; the United Nation's Children's Fund (UNICEF); and in foreign-assisted projects funded by Asian Development Bank (ADB) in Indonesia and by the World Bank in Bangladesh.

Bacani completed his Bachelor of Science in Indistrial Management Engineering degree from the De La Salle University. He took his Certificate in Development Economics at the University of the Philippines; and his Master in City Planning at the Massachusetts Institute of Technology, U.S.A.

His trainings overseas include a Special Program for Urban and Regional Studies of Developing Areas, Massachusetts Institute of Technology, U.S.A; Educational Planning at the International Institute for Educational Planning, Paris, France; and Strategic Public Sector Negotiations at Harvard University, Kennedy School of Government.
